Australian-China Environment Development

Australian Government
AusAID
REQUEST FOR TENDER- CAPABILITY STATEMENT
AusAID, the Australian Agency for International
Development, manages the Australian Government’s official overseas aid
program. AusAID assists development countries to reduce poverty and achieve
sustainable development, in line with Australia’s national interest. AusAID
is looking for a managing contractor to support and oversee the following
development program in China:
The goal of the China-Australia Country Program
Strategy 2006-10 is to “further mutual national interest by supporting
China’s balanced development polices and working together in the region”.
Key objectives include:
·
building capacity in selected sectors in China (in particular,
in government, environment and health);
·
enhancing the Australia-China relationship by building
institutional linkage; and
·
working collaboratively to strengthen the region.
To support the Country Strategy, the Australia-China
Environment Development Program (ACEDP) has been approved by the Australian
Minister for Foreign Affairs and Trade. The goal is ‘to support China’s
policies for a better environment.’ Water resource management is a key focus
of the ACEDP, reflecting the shared priorities of both governments and the
international reputation of Australia’s work in water resource management.
In addition to a focus on water resource management, the ACEDP provides some
flexibility for engagement across other issues where Australia and China
have common environmental interests. The ACEDP aims to also improve regional
collaboration by facilitating dialogue and participation in international
discussion on environmental issues.
The ACEDP is designed to deliver initiatives that
respond to emerging needs and issues, engage at the policy level and
demonstrate practical ways of balancing development with effective
environmental management. The ACEDP will identify and mange a range of
activities (which may be different in size, mode of delivery and
counterparts). An Environmental Advisory Team will be engaged to provide
some technical advice to ACEDP.
AusAID will undertake a fully competitive, untied
international tender process to appoint a Managing Contractor (MC) to
support and oversee the delivery of the ACEDP, including to source and
