• To implement and carry out the domestic related laws, regulations as well as instructive advice and managerial Enterprise Administration, Research Office, Audit, Foreign Economic Co_operation, Foreign Loan, Financial, Treaty and legislation, Service Trade, Plan and Processing, Trade Administration, Trade Development, Technology Imp & Exp.
• To draw up the short & mid term plan for Shanghai foreign economic cooperation
• To make and coordinate managerial policies and promotional policies on Shanghai foreign economic cooperation
• To approve and take charge of foreign economic cooperation projects

7. Treaty & Law Department

• To be responsible for WTO related issues including implementation and supervision of WTO rules; anti_dumping; anti_subsidy; enhancement of the transparency of laws and regulations; improvement of investment policies;
• To be responsible for drawing up, modification and implementation of Shanghai local laws, rules and regulations
• To be responsible for administrative reconsideration in jurisdiction area and the attendance of administrative lawsuits
• To be responsible for the training of civil servants on related laws and regulations

8. Overall Affairs Department

• To be responsible for the arrangement of SMERT leader's daily schedule and activities
• To participate in research and propaganda of large foreign invested projects
• To be responsible to collect related statistics of FIE
• To edit and deliver the information and material of foreign investment
• To register, collate, approve, print and deliver the documents
• To instruct, study and research the development of Shanghai
• To accept complaints from FIE
• To organize and direct annual inspection of FIE
• To handle response to the position paper given by People's Congress and proposals provided by Political Consultative Conference
• To host foreign investment forum and receive inspection from higher authorities and other provinces

Foreign Investment Commission

Responsibilities

• to implement relevant laws and regulation of the State and carry out the State's policy on industrial preferences;

• to examine and approve direct foreign investment projects;

• to oversee foreign invested projects of the whole city on a macro basis;

• to introduce Shanghai's investment environment and policy and recommend proper partners to foreign investors;

• to make co-ordination and help solve problems encountered by foreign invested enterprises during their set-up or operational stage;
